This is a political cartoon making fun of Hoover's way of thinking.
Herbert Hoover was the 31st president of the United States from 1929 to 1933. He was born in Iowa and was orphaned at age 8 so he grew up with he rich uncle. He went to Stanford University and then devoted 20 years of his life traveling throughout Asia, Africa, and Europe. In 1921 he became the Secretary of Commerce before becoming president in 1929.
Most of the Great Depression especially the length was blamed on Hoover. He believed in a "laissez faire" approach. This means that he didn't think the government should interfere in the economy. He said that the government should support, not control big business. He also believed in rugged individualism which is the idea that people should be able to take care of themselves and not depend on the government to fix their problems.
When the depression started, Hoover honestly thought that it was going to be short and temporary. He thought that American citizens would be able to come together and fix the problem without the governments help. Unfortunately this was not the case and his failure to interfere only made the depression worse.
In 1932, Hoover tried to be reelected, but was beat by Franklin D. Roosevelt by the greatest margin of electoral votes in the nations history. Hoover is not remembered as a very successful president.
